Eligibility & nominations

Live — nominations save to the database. A province nominates an athlete to a round-1 camp; High Performance accepts (which generates the camp invitation) or declines with a reason. Every write is gated server-side (hp_nominate / hp_decide_nomination, sql/60): a province can nominate only its own athletes, and only High Performance can decide. International and final-camp invites are HP-only.
